Tulay at Gabay Migrants Convention 2025

A Movement in Motion
Thank you for being part of something powerful.
On May 10, 2025, nearly a hundred Filipino migrants, advocates, and allies gathered to spotlight urgent issues faced by international students, hospitality workers, temporary foreign workers, and caregivers. Together, we mapped challenges, surfaced strategic solutions, and laid the groundwork for collective action and policy change.
Key Issues Raised
-
International Students
Faced spousal open work permit restrictions and job market barriers after graduation. Called for career support, networking spaces, and more transparent immigration policy changes and timelines
-
Hospitality and Health Workers
Struggled with delayed PR and Labour Market Impact Assessment (LMIA) applications and instability due to shifting policies. Advocated for expanded work permit validity, employer education, and fair wages
-
Temporary Foreign Workers
Confronted indefinite delays in Provincial Nominee Program (PNP) processing, unclear status recognition, and lack of employer support. Urged the abolition of closed permits, better access to healthcare, and streamlined documentation processes
-
Caregivers/Careworkers
Highlighted policy barriers such as restrictive LMIA controls and excessive English test fees. Sought flexible employment rules, expanded healthcare and mental health access, and the right to permanent residency
-
Common Themes & Collective Demands
Grandfathering policies for current residents. More empathetic and transparent policy-making. Validity extensions for permits and exams. Accessible workshops, peer support networks, and community forums. Better collaboration across sectors to amplify migrant voices
